The current Plan is intended to provide
recommendations addressing the conservation and
development of the entire Town, which includes
social and economic development in addition to the
physical layout of the Town, for the next 20 years.
Since the goals and recommendations of the Brookhaven 2030 are intended to reflect an overall consensus of what is considered desirable for Brookhaven and its residents in the future, the participation of Town residents is crucial (see Citizen Participation in the Comprehensive Plan to learn how you can contribute).
The goals of the Brookhaven 2030 Comprehensive Plan are to:
• Preserve important resources.
• Guide future development.
• Enhance community character.
• Promote quality of life for all the citizens of Brookhaven.
As you can imagine, the development of a Comprehensive Plan for a town of over 470,000 residents and 323 square miles will take some time. Therefore the preparation of the plan has been divided into three phases, each taking about a year. The Town has hired professional planners with expertise in the preparation of Comprehensive Plans to complete Phase 1 by the fall of 2008. The scope of Phase 1 includes:
• Collecting data about the Town and information from prior comprehensive plans.
• Identifying the character of communities.
• Identifying community development patterns.
• Identifying preferred development patterns.
• Identifying infrastructure and community facilities to support future development.
• Preparing the draft plan.
The process of preparing Brookhaven 2030 is overseen and coordinated by members of the Comprehensive Plan Steering Committee. The members of the Steering Committee were appointed by the Town Board and consist of the Town’s Councilmembers, representatives from the Town Supervisor, Planning Department, Law Department, Planning Board, Board of Zoning Appeals, Economic Development, Housing and Community Development, and a citizen representative from each Council District.
The Steering Committee will seek input and advice from a Citizens’ Assembly, which is comprised of the Town’s civic organizations and other individuals determined to have expertise in specific, varied, and important areas of interest to the Town. The role of the Citizens’ Assembly is to provide community outreach to help mobilize residents in participating in planning workshops, report back to their communities on the progress of the Comprehensive Plan, and to supply the Steering Committee with crucial information about the unique and local conditions in their neighborhoods.

The Town of Brookhaven has started a 3-year program
to update the Town’s Comprehensive Plan, which has
been titled Brookhaven 2030.
A Comprehensive Plan is tool that municipalities use for guiding the future of a community. Its purpose is to establish a common vision for a community and then determine the policies that will help attain that vision. New York State Town Law requires that towns prepare and adopt a comprehensive plan and that all land use regulations must be in accordance with that plan. The Town of Brookhaven adopted its first comprehensive plan, a Plan of Development, in 1958. That plan was updated in 1969 and again in 1984. The most recent plan was adopted in 1997.
